Director of the Organisation internationale de la Francophonie (OIF), Rwanda

A trained interpreter who speaks English and French, she became the first African woman to head the Organisation internationale de la Francophonie in 2018 and was re-elected without difficulty in November 2022. After spending twenty years in the United States, she returned to Rwanda where, from 2009 to 2018, she served as the country's voice as Minister of Information, then Minister of Foreign Affairs and Cooperation. Her career has also been marked by the tragedy of the genocide, in which she lost her family. She created the Rwanda Children Found foundation and has become an outstanding ambassador for her country. At the OIF, she undertook a restructuring of the institution and focused on digital issues in the French-speaking world. Some criticise her for being too discreet, given that in 2024 she wanted the OIF to «be present on major political, diplomatic and economic issues».
